In 1980 the total budget for law enforcement was <br />$2.5 million; now it is $14 million. <br />Commissioner Bird explained that the General Fund is made up <br />compositely of several county departments plus the five <br />constitutional officers' budgets. Next year at budget time, he <br />would like to see Director Baird find out what the new <br />construction is and what percent of assessment has increased and <br />see what that would amount to in a millage, and then somehow pass <br />that along to each county department and make that county <br />department prepare a budget not exceeding the figure given. <br />Administrator Chandler noted that to a certain extent that <br />is what they did when they prepared the budget and presented it <br />to the Commission. The growth in the tax roll was abut 8.9%, but <br />there was an approximate increase of 12-13o in operating expenses <br />in those areas under the Commission's jurisdiction. Included in <br />that 12-13% was the $1 -million increase for the ALS services. <br />About $2.5 million was eliminated in the proposed budget before <br />it was presented to the Commission. He felt Mr. Hill made a very <br />valid point about the need for the public to monitor the <br />decisions made during the course of the year because those <br />decisions do affect the subsequent budget year, such as the <br />approval this year for expansion of the Jail. We will be <br />accepting constructions bids in 2-3 weeks on Phase III and the <br />operating expense for Phase III will affect our budget for next <br />year. There also will be some increase in operating expenses for <br />the new libraries. <br />Commissioner Scurlock explained to Mr. Hill that the State <br />sets a cap of 100 on aggregate millage and that Indian River <br />County is presently at 7.50. He wondered what we are going to do <br />when we reach the cap and find that the needs for our Jail have <br />increased. It seemed to him that we will be forced to cut <br />services elsewhere. <br />Commissioner Bowman felt we would have to do the same as the <br />schools did this year, raise the cap. <br />18 <br />
