BOOK <br />ADDITIONAL COMPENSATION FOR FRIZZELL ARCHITECTS - JAIL PHASE III <br />The Board reviewed memo from Emergency Management Director <br />Doug Wright, as follows: <br />TO: James Chandler <br />County Administrator <br />FROM: Doug Wright, Director <br />Emergency Management Services <br />DATE: September 11, 1989 <br />SUBJECT: APPROVAL OF ADDITIONAL COMPENSATION FOR W.R. FRIZZELL <br />ARCHITECTS; -INC., FOR BIDDING CIVIL ENGINEERING SITE WORK AND <br />COORDINATION OF CIVIL SITE WORK DURING CONSTRUCTION <br />It is respectfully requested that the following information be formally <br />considered by the Board of County Commissioners during the next regularly <br />scheduled meeting. , <br />DESCRIPTION AND CONDITIONS `r.. <br />The current Project Manager for Phase III of the Indian River County Jail <br />was not assigned overall responsibility for the project until after the <br />former County Administrator departed and the position was filled on an <br />interim basis by Assistant County Attorney Will Collins. <br />The chronology of events prior to that point in time reflects confusion <br />and unclear definition as to how the Civil Engineering and site work for <br />the project would be accomplished. The former Administrator apparently <br />? hired Carter and Associates to complete the Civil Engineering design and <br />.permitting work which has been accepted and included in the bidding <br />documents for bids to be opened on September 19, 1989. <br />Since this was not included in the scope of work for the contract agreed <br />to by the former staff, W.R. Frizzell Architects now requests the County <br />Commission authorize payment for services rendered as relate to civil <br />engineering processes required in this project for bid documents and <br />coordination of site work during construction. The compensation nego- <br />tiated is 1.20 (20% of 6% fee) of construction cost of civil site work as <br />determined by Alternate No. 1 of the successful bid. It is estimated <br />that this would add an additional cost of $3,132 to the fee of $261,000 <br />already approved for W.R. Frizzell Architects, Inc., for a total of <br />$264,132 in fees when the project is completed. <br />ALTERNATIVES AND ANALYSIS <br />The civil engineering work is required and necessary for the project to <br />be completed. It is felt that the fee negotiated is fair and appropriate <br />and should be authorized for the additional services since the original <br />scope of work did not include these items. <br />To attempt to seek possible alternatives does not appear to be a feasible <br />option inasmuch as bids will be opened on September 19, 1989, and any <br />deviation from this schedule will substantially delay the construction of <br />the facility. <br />RECOMMENDATION <br />Since the Florida Department of Corrections is currently citing the <br />County for overcrowding violations at the Indian River County Jail, staff <br />recommends the Board of County Commissioners approve the Professional <br />28 <br />
