He <br />felt we should explore that possibility a little more as he did <br />not believe the Property Owners Association actually understands <br />the benefits that can be derived by us working together. He <br />asked Asst. Utilities Director Asher if anyone has looked into <br />this possibility, and Mr. Asher was not aware of anyone doing so. <br />Commissioner Bowman believed those water pipes were hung <br />there when the bridge was built all those years ago, and they <br />have been pulling from the sand ridge every since to water the <br />golf course. <br />Commissioner Scurlock agreed and noted that there was never <br />any local authorization for this. Mr. Ecclestone went right to <br />Tallahassee and cut a deal with the state, and at that time, the <br />bridge belonged to the state. There were reverter clauses when <br />we assumed the bridge, and he raised the question of what respon- <br />sibilities we have and what responsibilities they have. He did <br />know that wells have been drilled in the North Beach area that <br />were unsuccessful, and pointed out that -even if you don't use the <br />line, if you can can get some contractual arrangement for an <br />emergency backup, it may-e#iminate the need for one well. <br />Utilities Engineer McCain advised that as it stands now, we <br />have only one good operational well on the beach, and we do need <br />to have a reserve well. He emphasized the need for backup. <br />Commissioner Scurlock stressed that he wants to have this <br />backup possibility explored before we spend over $56,000 on two <br />wells.:; He inquired about timing and asked if a two week delay <br />would be a problem. <br />Engineer McCain advised that it really depends on what the <br />build -out is. We are very critical on one well now, but he saw <br />no problem with a two week delay. <br />Commissioner Bowman commented that her concern is the <br />recharge area on the sand ridge which has been so abused.
