SECTION 5. <br />Effective Date. <br />This ordinance shall become effective upon receipt <br />from the Secretary of State of the State of Florida of the <br />official acknowledgment that this ordinance has been filed <br />with the Department of State, but not prior to October 1, <br />1989. <br />Approved and adopted by t*he Board of County <br />Commissioners of Indian River County, Florida, on this 26th <br />day of September , 1989. <br />This ordinance was advertised in the Vero Beach <br />Press -Journal on the 1st day of September , 1989., for a <br />public hearing to be held on the 26th day of September—. <br />1989, at which time it was moved for adoption by <br />Commissioner Eggert seconded by Commissioner <br />Bowman and adopted by the following vote: <br />Chairman Gary C.
