EP 2 6 189 <br />BOOK <br />Fis J[ <br />at 210,000 gpd. <br />There will be some additional expenses <br />incurred <br />when we increase it to 500,000 gpd. We have met all the require- <br />ments of State Statutes, have reviewed all the income statements, <br />etc., and have made a determination that it is in the best <br />interests of the county to take over this utility. It will be <br />purchased for a cost of $1,596,831.40 that will be funded by a <br />surcharge of $13.00 per month per customer that will be placed on <br />the customers within that franchise district. We initially are <br />going to fund that out of cash we have in the impact fees. We <br />will then seek public or private funding through some sort of <br />bond issue that will -be supported by the $13 impact fee. <br />Director Pinto felt it is the only wastewater treatment plant <br />that will exist on the North Beach and will end up to be the' <br />County's subregional facility to service the Beach. Immediately <br />on taking this over, we intend to place any other facility on the <br />Beach on notice that the County owns this utility and that it <br />. will be their responsibility to abandon treatment. Bayside <br />Utility next door will be going out of bus11ness. <br />Director Pinto informed the Board that all the effluent from <br />this treatment plant will be reused as irrigation, and we have an <br />agreement with Sea Oaks development that requires us to deliver <br />and requires them to take effluent. There is a rate differential <br />from the county rates compared to the Sea Oaks rates. The base <br />County rate will mean a reduction. If you look at 3,000 gallons, <br />our charge is $7.49 Fess, but when you add the $13.00 surcharge, <br />there will be an increase in rate for that 3,000 gallons of $5.51 <br />a month. The backup material sets out further comparisons for <br />other GPM usage. <br />Commissioner Eggert wished to know if the $13 surcharge <br />covers the cost of the increase when you go from 3,000 GPM to <br />5,000 GPM, and Director Pinto explained that the $13.00 surcharge <br />is only there to pay the debt. The operating costs will be <br />covered under the normal County rate structure, and the cost of <br />29 <br />
