The Parks & Recreation Committee feels that <br />the group should be given a 3 -month period to get the track in <br />operation before entering into an agreement with the County. <br />Commissioner Bird noted that the club did go in there and <br />build the track, and at this point, he felt it is reasonable to <br />allow this club a 3 -month trial period to see if they can make a <br />go of it, as it is a popular sport. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bird, the Board by a vote of 4-1, <br />Commissioner Scurlock dissenting, granted a 3 -month <br />trial period to the IRC Mini -Car Club to operate the <br />County mini -car track located at the Fairgrounds site, <br />before entering into a full license agreement, and <br />authorized staff to negotiate a fee schedule for use of <br />the facility for review before the Parks & Recreation <br />Committee. <br />REQUEST FOR MAINTENANCE OF 103RD AVENUE <br />The Board reviewed the following memo dated 9/20/89: <br />TO: James E. Chandler, <br />County Administrator <br />FROM: James W. Davis, P.E., <br />Public Works Director <br />SUBJECT: Request for Maintenance of 103rd Avenue <br />DATE: September 20, 1989 <br />DESCRIPTION. AND CONDITIONS <br />Public Works Department staff recently received correspondence <br />from Ms. Joan Marcley requesting Indian River County take over <br />maintenance of 103rd Avenue. An evaluation of 103rd Avenue was <br />done using' our form, Evaluation of Non -Maintained County or <br />Private Roads by Perry Brocato. The results of that evaluation <br />was a total of 55 points out of a possible 160 points, meaning <br />the road did not possess the characteristics required to score <br />enough points to gain staff's recommendations for maintenance. <br />After advising Ms. Marcley of the results, staff advised Ms <br />Marcley of her right to be presented before the Board. <br />RECOMMENDATIONS AND FUNDING <br />Staff recommends the Board of County Commissioners not accept <br />103rd Avenue for maintenance.
