CT 3 1989 <br />BOOK 78 F E 81 <br />Public Works Director Jim Davis advised that staff's <br />position is that approval of this request would set a precedent. <br />This road is included in the Vero Lake Estates M.S.T.U, but it is <br />rather remote and there are just a few housesin that area. The <br />County does grade other roads in the area, but to grade all of <br />the 70 miles of roads in Vero Lake Estates is almost <br />impracticable. The County has continued to grade the roads that <br />were selected sometime before 1982, and quite frankly, he didn't <br />know how those roads were selected. <br />Commissioner Scurlock asked if there is a possibility for <br />the residents to arrange to have a contractual grading, but <br />Director Davis didn't feel there was enough residences there to <br />get the interest. <br />Commissioner Bowman understood then that it is possible to <br />travel on a graded road all the way in if you just go out of your <br />way for one block, and Director Davis confirmed that is the case. <br />Discussion ensued regarding an involuntary pavement <br />assessment at some time in the future, and Commissioner. Eggert <br />pointed out that with the new high school coming in, we are going <br />to be under pressure to pave certain roads in there. <br />Commissioner Scurlock suggested that we do a 10 -year special <br />assessment and bond that out and have a 10 -year payment period <br />for the assessment. He felt we should go in there and do it all, <br />or do it in phases, taking the areas first that have a higher <br />percentage of travel. <br />Director Davis explained that drainage is one of their main <br />concerns because of the soil conditions in that area. <br />Commissioner Bird felt that while the time is ripe to start <br />getting more aggressive out there, he would vote for denial of <br />this specific request based on staff's recommendation. <br />26 <br />
