Chandler <br />County Administrator <br />DIVISION HEAD CONCURRENCE: <br />R40Ree <br />obert M. <br />g. <br />Community Devel pme Director <br />FROM: Stan Boling <br />Chief, Current Development <br />• DATE: <br />October 3, 1989 <br />SUBJECT: JACKSON COMPLAINTS REGARDING RIGHT-OF-WAY DEDICATION <br />REQUIREMENTS <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />•meeting of October 10, 1989. <br />BACKGROUND: <br />On September 29, 1989,, staff received a copy of a letter from <br />'^~Attorney Robert Jackson to the members of the Board of County <br />;:.Commissioners. The letter deals with the experiences and items <br />required of Attorney Jackson's son, Robert Neal Jackson, during <br />review of his single family building permit (see att. #1). [Neal <br />' Jackson's building permit is now on hold pending satisfaction of <br />the County's right-of-way dedication requirements.] The letter <br />''contains numerous complaints and accusations, and requests prompt <br />consideration by the Board of County Commissioners. <br />The development site is located on the north side of 8th Street <br />between 74th Avenue and 82nd Avenue (see att. #2). The parcel, <br />which consists of a t10 acre grove, is zoned A-1 (Agricultural) <br />and 'is designated under the new Comprehensive Plan as being <br />Rural -2 (1 unit/acre), and is within the urban service area. <br />ANALYSIS: <br />Attorney Jackson's stated concerns deal with two issues: the <br />development review process and the requirement to dedicate <br />-right-of-way up.to the County's minimum local road standard. <br />f714irDevelopment Review Is <br />ft.On August 29, 1989, Neal Jackson applied for a single-family <br />'-building permit. The Building Division Director, Ester Rymer, <br />" �,Pactually assisted Mr. Jackson in filling -out the application. <br />Through normal procedures, the permit plans were routed to various <br />`departments. This particular application had several items that <br />• required special review: <br />1. Although the application did not note it, a mobile home <br />existed on the site.
