The next step of the established process is for the <br />City staff to recommend to the County Transportation Planning <br />Committee that those projects that have technical merit and are <br />included in the study be added to the County 20 -Year Road <br />Improvement Program. The County staff was of the opinion that an <br />established procedure exists for projects with merit to be <br />included.- The County staff did stress the opinion that the <br />Traffic Impact Fee Program was developed on a County -wide <br />consistent basis, and that that revenue source is necessary to <br />fund future roadway needs in the Sebastian area. <br />At the conclusion of the meeting, the County staff and City staff <br />felt that some agreement should be proposed to resolve the issues <br />presented. <br />On Sept. 28, 1989, the City Manager, Robert McClary responded to <br />the County Administrator suggesting that the City enter into an <br />Interlocal Agreement with the County to allocate 50% of all <br />.revenues collected within District 3 be transferred to the City <br />for capacity expansion projects on City collector roads. In <br />addition, fee increases should first be approved by the City <br />Council. <br />In June, 1987, the City of Fellsmere stopped collecting Traffic <br />Impact Fees. At that time, the County staff attended a City <br />Council meeting to discuss this issue. On October 4, 1989, the <br />County staff met with Mayor Frank Hurst to again disduss this <br />issue. Mayor Hurst agreed to agenda this item before the City <br />Council in November to determine the City Council's position on <br />reinstating the fee. <br />ALTERNATIVES AND ANALYSIS <br />The County staff is of the opinion that the Traffic Impact Fee <br />Program is a vital revenue source to provide for the orderly <br />expansion of the arterial and collector road system in Indian <br />River County, which is demanded by new growth in the County. <br />Since transportation is not confined to political boundaries, the <br />program should be consistently implemented. The City of <br />Sebastian's proposal requesting 50% of all of the District 3 <br />Traffic Impact Fee Revenue is not supported by technical data and <br />appears arbitrary. <br />The County staff is also anxiously awaiting the outcome of <br />discussions at the City of Fellsmere regarding reinstating the <br />Impact Fee in Fellsmere. <br />RECOMMENDATION <br />Staff recommends that the County Commission reaffirm the County's <br />position that a County -wide Traffic Impact Fee Program be <br />implemented and that roadway capacity improvements be selected <br />based upon their technical merit through the Transportation <br />Planning Committee. <br />Administrator Chandler noted that Sebastian at varying <br />points has discussed opting out of the Impact Fee Program <br />altogether.
