AWARD OF BID - PHASE 111 - INDIAN RIVER COUNTY JAIL <br />The Board reviewed the following memo dated 9/29/89: <br />TO: <br />THROUGH: <br />FROM: <br />DATE: <br />SUBJECT: <br />The Members of the Board of County Commissioners <br />James Chandler <br />County Administrator <br />Doug WrigTit, Phase III <br />Project Manager <br />Indian River County Jail <br />September 29, 1989 <br />Award of Bid - Phase III <br />Indian River County Jail <br />It is respectfully requested that the information contained - <br />herein be given formal consideration by the Board of County <br />Commissioners at the next scheduled meeting. <br />.DESCRIPTION AND CONDITIONS: <br />On September 19, 1989, Indian River County received bids for <br />construction of Phase III of the Indian River County Jail after <br />proper advertisement and notification to potential bidders. The <br />following bids were received and opened: <br />'Contractor _Base Bid Alt #1 Alt #2 <br />State Paving --- `$5,219,000 <br />Milne & Nichols 5,190,000 <br />Robert F. Wilson - 5,051,000 <br />Speegle Construction No bid <br />Alternates: <br />No #1 - Civil Site Work <br />No #2 - Construct K-9 Kennel <br />$10,000 $31,000 <br />59,900 30,400 <br />22,000 30,000 <br />No bid No bid <br />The apparent low bid was $5,103,000 submitted by Robert F. <br />Wilson Construction Company which includes Alternates #1 and #2. <br />In a letter received from Ron Sebring of Frizzell Architects <br />dated September 20, 1989, it was recommended that the County <br />accept the low bid and award the contract to Robert F. Wilson <br />Construction Company. <br />The Architect has included in their fee the same periodic site <br />observation as the previous Phases of the Indian River County <br />Jail. This service will average one (1) visit every two (2) <br />weeks as required by the status of construction. Staff feels <br />that this degree of on site representation is inadequate on this <br />type of project to protect Indian River County during construc- <br />tion.
