ASHER <br />-No- <br />ASSISTANT DIRECTOR OF UTILITY SERVICES <br />ACQUISITION OF PUROWATER UTILITY SYSTEMS, INC., WHICH <br />SERVES RIVER RUN DEVELOPMENT, INC. <br />BACKGROUND <br />The Purowater Utility Systems, Inc., currently serves sixty-eight <br />customers within the River Run Development. An additional <br />twenty-nine units are to be connected within thirty days. Total <br />build -out of the project is projected at one hundred thirty-two <br />units. <br />The Wastewater Treatment Plant is an 0.027 million gallons per day <br />(MGD) extended air treatment process wastewater plant. <br />The Water supply is purchased from General Development Utilities, <br />Inc., through a master meter. <br />The utility wishes to -sell the systems and.,..as a result, the County <br />has been negotiating its purchase. -The-negotiated price at this <br />time is $20,000.00 for the facilities. <br />ANALYSIS <br />The acquisition cost of $20,000.00 is to _be applied as a credit <br />toward future River Run Development, Inc., water and wastewater <br />impact fees. <br />Water is purchased' from General Development Utilities through a <br />master meter at the following rates: <br />Base Facility. Charge: <br />Consumption Charge: <br />Reserved Capacity Charge: <br />$10.30 <br />$1.17 per 1,000 gallons <br />$11.88 per unit <br />It is proposed to adopt the current Purowater rates of $20.00 per <br />ERU per month for the first 5,000 gallons, plus $1.99 per 1,000 <br />gallons over 5,000 gallons, until such time as River Run Development <br />is connected into the County water system. Reserved capacity <br />charges will be billed at current General Development Utilities' <br />rates of $11.88 per unit. All other charges (i.e., wastewater) <br />shall be at current Indian River County rates. <br />Based upon an average usage of 5,000 gallons per month with the <br />above rates, the customers would realize an estimated reduction of <br />$2.33 in their monthly charges. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends <br />Board of County Commissioners approve the proposed <br />agreement based upon the outcome of the Public Hearing. <br />9 CT 2 41989 <br />25 <br />that the <br />purchase <br />T <br />apoPVF �P. 3 <br />
