OCT 2 Q 1989 <br />BOOK 150 FAGi � u <br />Director Pinto explained that River Run development has <br />their own wastewater facility; however, they buy water under a <br />contract from General Development Corporation. We have <br />negotiated the takeover of this facility. There is an allowance <br />given for their wastewater treatment plant. We are not charging <br />back the purchase of that plant because the intent is to utilize <br />it probably at Blue Cypress Lake, and, therefore, it has no <br />benefit to the people at River Run. He continued that this <br />facility is scheduled to be connected into the North County <br />wastewater system within the next 18 months. It was suggested <br />that the best way to determine the rate structure, since there is <br />a contract with GDC for water, is to state it within our rate <br />structure and then show an imposed surcharge that would cover the <br />difference between our rate structure and the cost of the water <br />purchased from GDC, which is a Sebastian franchise. <br />Commissioner Scurlock stressed that we have been very con- <br />sistent in trying to maintain a uniform rate structure in the <br />county. We have always acquired utilities with them coming onto <br />the County rate structure and then the surcharge being on the <br />bill and very clearly indicating that surcharge was associated <br />with something specific. We have taken great pride in saying our <br />rate structure is non-discriminatory in nature, and he felt this <br />consistency has a long term benefit in terms of us being able to <br />continue to expand our program. <br />Administrator Chandler concurred that we need to be con- <br />sistent in acquiring all these utilities and felt what Director <br />Pinto has handed out brings that into being. <br />Director Pinto stated that the rate is exactly the same; it <br />is just stated differently. <br />Commissioner Scurlock noted that the segregation of our bill <br />into separate components helps the customers understand clearly. <br />He felt this is very important because you have your billing <br />charge, your base facility charge, your consumption charge, and <br />26 <br />
