then a surcharge for that difference, which in this case is not <br />for acquisition; it is purchase of wholesale water. <br />Director Pinto explained that the basic difference is that <br />they have a base facility charge of $10 and ours is $5, and <br />Commissioner Scurlock pointed out that it is easy, once you have <br />segregated it, to remove that surcharge when they become part of <br />the countywide system and start receiving service from the <br />county. <br />Director Pinto further explained that the franchise itself <br />states specifically that the customers are notified they will be <br />under a county rate structure at the time the county takes them <br />over, plus any other charges the County deems it necessary to <br />add. It also says very clearly that when county facilities are <br />available, the facility will be turned over to the county. When <br />we went through the public hearing process, it was stated this <br />would take place. <br />Commissioner Scurlock wanted it confirmed that with the sur- <br />charge the way it is structured now, it will equate to the same <br />rate differential listed on Page 2, as follows: <br />A.
