WAIVER OF FLOODPLAIN CUT & FILL BALANCE - MOON RIVER PRD <br />The Board reviewed memo from the Acting Traffic Engineer: <br />TO: James E. Cox, P.E.,433c. <br />Acting Traffic Engineer C. - <br />SUBJECT: <br />SUBJECT: Request for Waiver of Floodplain Cut and Fill <br />Balance for Moon River PRD <br />REFERENCE: Letter from Joseph L. Kolb to Dave Cox dated <br />October 9, 1989 <br />DATE: October 16, 1989 <br />DESCRIPTION AND CONDITIONS <br />CCL Consultants, Inc. on behalf of the developers of Moon <br />River PRD is requesting a waiver of the cut and fill balance <br />requirement. of Section 7B(1) of Stormwater and Flood <br />Protection Ordinance 87-12. Moon River PRD received site <br />plan approval on August 24, 1989. The 68.5 acre property is <br />located on the Barrier Island between SR A -1-A and the <br />Indian River adjacent to the north property line of the Sea <br />Oaks West PRD. The site is located in Zone AE of the Indian <br />River Floodplain with base flood elevations of 8.0 and 9.0 <br />feet. <br />ALTERNATIVES AND ANALYSIS <br />A 54 inch diameter culvert crossing Jungle Trail is proposed <br />to provide the site with a drainage outfall to the Indian <br />River. The Project Engineer has estimated the Volume of <br />fill to be placed below the FEMA ten-year flood eleiation of <br />5.0 feet is 44,900 cubic yards. The drainage design is <br />currently under review by both SJRWMD and the County as an <br />application for Land Development Permit. It is expected <br />that the necessary permits can be obtained and all other <br />requirements of the Stormwater Management and Flood <br />Protection Ordinance met without major modifications to the <br />drainage plan. <br />RECOMMENDATION <br />Staff recommends that a waiver of the cut and fill balance <br />be granted to Moon River PRD. <br />ON MOTION by Commissioner Scurlock, SECONDED by Com- <br />missioner Bowman, the Board unanimously (3-0) granted <br />a waiver of the floodplain cut and fill balance to <br />Moon River PRD as recommended by staff. <br />41 <br />00-12.4 <br />BOOK 78 PAGE 251 <br />
