NOV 7 1989 <br />BOOK <br />18 M[ 291 <br />Chairman Wheeler later in the meeting advised that Commis- <br />sioner Scurlock wished to make further comment on Consent Agenda <br />Item 0 regarding the award of the contract for construction of <br />the North County Subregional Sewer System 1.0 MGD Wastewater <br />Treatment Plant. <br />Commissioner Scurlock wished the Board to be aware that this <br />is an innovative plant design and that we were able to pick up <br />through. the Wastewater Pollution Control Federation (WPCF) a new <br />concept in wastewater treatment called a "boat clarifier." He <br />and Director Pinto went to Morgan City, Louisiana, to look at the <br />operation of such a system, and it is a very efficient energywise <br />system that will result in substantial operational cost reduction <br />over the long run. <br />P. On September 11, 1989, bids were received. <br />Twelve (12) vendors submitted proposals for the commodity. <br />• <br />,ANALYSIS: <br />Staff has- reviewed the submittal to ascertain adherence to <br />specifications.
