Original <br />contract will be sent to Chairman upon receipt of executed copies <br />from contractor. <br />FUNDING: <br />141 <br />Monies for this project will come from Utilities Budget Accounts. <br />Rpt,` S 7,25Q l')Q)=- <br />RECOMMENDATIONS: <br />Staff recommends the Award of a fixed contract for 53,387.243.75 to <br />the low bidder Utility Systems of America for the subject commodity. <br />Commissioner Scurlock commented that this is a very signifi- <br />cant project for the North County; it involves a bid of over 3 <br />million dollars; and that is why he felt it should not be on the <br />Consent Agenda and asked that it be removed for discussion. The <br />project was originally designed in 1987, which gives an idea of <br />how long we have worked on this. <br />Commissioner Scurlock continued that during the bid process, <br />a question was raised as to whether large diameter PVC pipe could <br />be used in this particular application as an alternative and <br />there were suggestions that, if it could, a bid possibly could be <br />reduced by as much as $275,000. In 1987 large diameter PVC pipe <br />was in its infancy, and was not something an engineer would have <br />normally looked at very seriously, but a couple of years have <br />passed, and it has become much more accepted. Based on this, <br />Commissioner Scurlock advised that he, Director Pinto, Mr. <br />Masteller, and Mr. Chandler did an in-depth analysis. He and <br />Director Pinto even traveled to San Francisco to the WPCF and met <br />with a number of different ductile iron suppliers as well as PVC <br />suppliers. What it all came down to was a potential savings by <br />using PVC of about $85,000 on the low end.and possibly $169,000 <br />on the high end. There were some basic differences that we <br />questioned - the PVC has a smaller interior diameter and there <br />are some constraints with the flow through it. We analyzed all <br />these facts and came down to the final conclusion, which is the <br />recommendation today, that basically because of the location of <br />this pipe, which is going to be along the FEC Railroad tracks <br />17 <br />NOV 71989 <br />BOOK �� [} uGE 2 J6 <br />
