NOV 'd '1989 <br />BOOK 78 FAGE, 93 <br />where there would be considerable vibration and settling, we <br />would be better off accepting the higher priced product in this <br />particular application. <br />Commissioner Scurlock did believe, however, the benefit of <br />this process is that we have identified the proper application of <br />this type PVC pipe in the future. Also, one of the major things <br />that has happened through this process, even though we are recom- <br />mending the higher bid, is something called "holiday testing." <br />He explained that Jacksonville experienced some significant <br />problems in the application of the interior coating that goes on <br />ductile iron and had to replace a large amount of piping. By <br />traveling out to San Francisco and coming up with this <br />information, we have been successful in getting -U.S.Pipe, which <br />is the supplier of this pipe, to agree to do that testing at no <br />cost at the factory, and that is a significant benefit. <br />Therefore, because he and Director Pinto spent 4 to 6 weeks on <br />this and they concur with staff's recommendation, he did feel <br />that something needs to be said, rather than just having this on <br />the Consent Agenda. <br />Director Pinto felt Commissioner Scurlock has explained the <br />situation very well. The difference in the structural integrity <br />of PVC pipe and ductile iron pipe is about 7 to 1 in favor of the <br />iron pipe, and there isn't any question that in running along the <br />railroad, there is a concern about the vibration that would take <br />place. With the experience of only 6 years in the ground with <br />the large diameter PVC pipe, he would feel uncomfortable <br />recommending it in this situation, but assured everyone that we <br />will consider all materials in the future in direct relation with <br />the project itself. <br />ON MOTION by Commissioner Scurlock, SECONDED by Com- <br />missioner Bird, the Board unanimously (4-0), Commis- <br />sioner Eggert being absent, awarded Bid #89-89 to the <br />18 <br />
