CHANDLER <br />COUNTY ADMINISTRATOR <br />FROM: ' H.T. "SONNY" DEAN, DIRECTOR <br />DEPARTMENT OF GENERAL SERVI <br />SUBJECT: INDIAN RIVER COUNTY COURTHOUSE SECURITY <br />BACKGROUND: <br />',On July 14, 1989, Dwight Geiger, Chief Judge of the Nineteenth <br />Judicial Circuit issued an Administrative Order to make certain <br />4improvements in the security of all courthouses within his <br />jurisdiction. Commissioner Wheeler, James Chandler and this writer <br />have met on more than one occasion with Judge Geiger, certain other <br />judges, Sheriff's personnel, and the Court Administrator in an effort <br />to resolve the subject problems within Indian River County. <br />In the last meeting of October 2, 1989, all parties agreed to the <br />following proposed increase in security at our facility: <br />ITEM <br />INITIAL COST <br />Two Additional Deputies - $ 69,800 <br />4,900 <br />30,000 <br />4,000 <br />Lockers to store weapons and <br />other items 600 <br />Remote "panic button" for alarm <br />system 300 <br />2. _Six Portable Radios <br />3. One X -Ray Scanning Machine <br />One Portable Walk -Through <br />Metal Detector <br />TOTAL $109,600 <br />The additional deputies will allow for an armed certified officer to <br />be present in each proceeding to serve as security and bailiff. Each <br />security officer/bailiff will be equipped with a portable radio to <br />allow constant communications with one another at all times for <br />emergency response. <br />'The portable walk-through metal detector and x-ray scanning machine <br />.jwill be strategically located for the monitoring of all persons <br />entering judicial proceedings within the courthouse. - Pedestrian <br />traffic will be routed though the monitoring station and controlled <br />to the various areas by limiting the number of access doors. <br />Lockers will be installed near the monitoring location for storage of <br />weapons and packages not allowed in the various judicial proceedings. <br />30 <br />
