This is not a budgeted <br />item and would have to come from General Fund Contingency. <br />Commissioner Bird asked about an anticipated date for <br />completion of the new Courthouse. <br />Administrator Chandler reviewed our projected schedule for a <br />master plan, looking at design, construction contract, and the <br />actual construction phase and estimated, at the latest, the fall <br />of 1993. <br />Commissioner Bird wished to know if the system being pro- <br />posed would be for admission to the Courthouse in general or just <br />to the courtroom area, and the Administrator advised it would be <br />just to the courtroom area and would be located at the top of the <br />stairwell. <br />Commissioner Scurlock stated that he has a real problem with <br />this and is not going to vote for it for two reasons. First, we <br />are only a month into our new budget year, and he just does not <br />see going into contingency and spending that kind of money on <br />this facility. Secondly, past history has not demonstrated any <br />significant danger that he can see. He asks the jud9es to take <br />no more or no less risk than he does as a commissioner. In the <br />new facility, he believed we can plan this properly, but what we <br />have is an antiquated facility that, in his opinion, cannot be <br />made secure. In regard to the Administrative Order, he has <br />NOV i 1989 <br />31 <br />No 18 pm.i.306 <br />
