if someone sees a metal detector, they are not liable to walk <br />through it with a gun. <br />Commissioner Bowman questioned the metal detector's effec- <br />tiveness with a plastic gun, some of which are not only very <br />realistic but can be lethal. <br />Commissioner Bird stated that the fact that people could get <br />into the courthouse with guns and weapons and could possibly help <br />spring a prisoner does concern him. <br />Judge Kanarek felt that one problem is that there is no <br />holding facility for the people who come over from the jail. <br />There is a holding cell located physically between the <br />courtrooms, and the prisoners are held there until they are <br />walked through the public hallways to get to the courtrooms. <br />Chairman Wheeler noted that he finds himself in a very <br />difficult position here. He has been working with the judges to <br />negotiate down to something that is several hundred thousand <br />dollars less than the original proposal, and he would like to <br />keep this in perspective. He agreed that everything that has <br />been said here on both sides is accurate, but there are some <br />things that haven't been mentioned. One is that we currently do <br />have security in the Courthouse although it is not at the level <br />some individuals would like it to be. Secondly, they do have <br />hand held metal detectors that are available to be used, and <br />thirdly, he felt when we refer to 66,000 or 70,000 people, we are <br />playing with numbers. Out of those 66,000, maybe 62,000 were <br />regular every day citizens and possibly 4,000 were witnesses, <br />defendants and their friends or families. Further, in any given <br />trial or set of circumstances, he would assume the judges, <br />lawyers, deputies, etc., would have some idea of something that <br />may be a higher security risk. <br />Judge Kanarek confirmed that when they have domestic cases <br />that they hear in chambers, they do use metal detectors on all <br />the litigants. <br />NOV Y 9E8 <br />L <br />35 <br />ROOK015 <br />F, <br />arr <br />+t;C * r" <br />
