NOV r'j89 <br />BOOK i8 FAGE 311 <br />Discussion continued regarding an X-ray machine, walk- <br />through metal detector, etc., and Chairman Wheeler commented that <br />he could see this as being time consuming and inconveniencing <br />thousands of people who pass through the courthouse on every day <br />business. Judge Kanarek, however, pointed out that thousands of <br />people are walking through metal detectors in airports daily, and <br />it doesn't take that much time. <br />Chairman Wheeler pointed out that there is a higher incident <br />rate and much greater publicity worldwide regarding blowing up an <br />airplane in a terrorist act. There obviously is some risk in <br />the courtroom, and it seems the biggest problem is with domestic <br />disputes, but the question is how much do we want to spend on <br />that. There is a certain level of risk in everything we do <br />whether swimming at the beach or playing golf. He certainly <br />would hate to have some incident occur, but there is a possibil- <br />ity that one could occur no matter what we did. <br />Commissioner Scurlock agreed that if we did not make some <br />decisions, we would have a traffic Tight and a policeman on every <br />corner. He has yet to have a mass number of happenings <br />demonstrated to him to convince him to spend this money, and <br />commented that of the many people we have had in the County <br />Commission chambers, he personally saw one who had a pistol <br />strapped to his leg. He asked the man about it, and it turned <br />out he had a license to carry it and didn't know there was a law <br />against bringing it in a government building. <br />Robert Nall, President of the Indian River County Bar <br />Association, which consists of about 80 lawyers from Vero Beach <br />and Sebastian, next came before the Board. He advised that their <br />association is behind the efforts to get some security in the <br />Courthouse. They felt the measures being proposed are minimal at <br />best, but would like to see something in there. He knew the <br />judges are concerned, and he certainly would be, especially in <br />family disputes. The lawyers are concerned also, and Mr. Nall <br />believed that probably their most primary concern is the security <br />36 <br />
