William Koolage, interested citizen, noted that he comes to <br />all the Commission meetings, and he is as exposed as anyone. He <br />has been through airport security systems and has seen them <br />triggered by a piece of foil. Mr. Koolage continued that he has <br />read the whole file submitted by Judge Geiger, and while he did <br />believe this has been negotiated down to a much more reasonable <br />level, he is concerned about the taxpayers' money, and people <br />face dangers just walking down the street. There are criminals <br />walking down the street that should be in jail. There will <br />always be incidences, but he did not feel that just because the <br />Board does not put the equipment in and an• incident occurs, it is <br />their fault. That is a lot of hooey! He felt the judges and <br />lawyers are after a lot of "overkill" and as a citizen, he does <br />not feel this is necessary. <br />Commissioner Bird asked what our position is if we disregard <br />the Judge's Order, and Attorney Vitunac stated that he has doubts <br />as to how enforceable that order is and would ask that Judge <br />Kanarek speak to that. <br />Judge Kanarek felt that question should be asked of Judge <br />Geiger as he is the Chief Judge. His personal opinion is that <br />the Chief Judge has the authority to enter that Order and has the <br />authority to compel the security requirements, but he felt the <br />Board should rely on Mr. Vitunac's opinion. <br />Attorney Vitunac's opinion was that the Board has the choice <br />not to go along with the Order unless these things are absolutely <br />essential to the running of the courthouse. He felt there is a <br />limit to what a judge can order and there is a question as to <br />whether this Order violates that limit or not. <br />Commissioner Bird assumed that the Board is looking at this <br />as a band aid approach for an interim period and that, if we turn <br />this down, the Commission is agreeable to looking into incorpora- <br />ting these type of measures in a new courthouse. <br />He was assured this is to be incorporated in that design, <br />NOV ' U6 <br />cti <br />39 <br />BOOK 78 F'1is314 <br />
