NOV Vi989 <br />BOOK 78 PAGE 315 <br />and Administrator Chandler confirmed that security features will <br />be a part of our charge to the architect. <br />At this point, Chairman Wheeler suggested an additional <br />compromise. He felt we could enhance our current security <br />without increasing personnel, and noted that, for one, he would <br />like to see that everyone is equipped with hand-held radios. <br />Second, he believed the panic button currently exists, but felt <br />they need a monitor on the second floor as well as the first to <br />indicate where the alarm is coming from. He would like to see <br />those two things done and felt that would add to what we already <br />have. <br />Commissioner Scurlock believed he is talking about #2 and #6 <br />on the list. <br />Chairman Wheeler agreed and noted that he had questions <br />about some of the others on the list. For instance, if we had <br />the X -Ray Scanning Machine and the portable walk-through metal <br />detector, he believed they could be used if we had a particularly <br />Targe case or a very emotional one. <br />Commissioner Scurlock pointed out that the X -Ray Machine is <br />$30,000, and Chairman Wheeler felt the walk-through metal <br />detector does increase the level of security, and rather than <br />providing maximum security with personnel 8 hours a day at the <br />courthouse, this could be done on an as -needed basis. <br />After further discussion, Commissioner Scurlock noted that <br />if we had a Motion designating use of the Court Facilities Fund <br />for the purchase of these items, he could support an appropriate <br />number of portable radios, possibly 4, plus a remote "panic" <br />button monitor on the second floor, and the lockers. <br />Commissioner Bird asked about the portable walk-through <br />metal detector, but Commissioner Scurlock did not wish to include <br />that. <br />Commissioner Bird did feel that the portable walk-through <br />metal detector could be of use in trials where you have some <br />concern about the emotional atmosphere, etc., and asked if it <br />40 <br />
