McCoy <br />Staff Planner, <br />ector <br />Boling, AICP <br />Development <br />414nt Development <br />October 3, 1989 <br />INDIAN RIVER COUNTY UTILITIES' DEPARTMENT REQUEST FOR <br />SITE PLAN AND SPECIAL EXCEPTION APPROVAL FOR A REGIONAL <br />WASTEWATER TREATMENT PLANT <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of November 7, 1989. <br />PROPOSED DEVELOPMENT AND LOCATION: <br />• Masteller and Moler has submitted an application for major site <br />.;plan and special exception approval on behalf of Indian River <br />County Utilities Department for a regional wastewater treatment <br />:':plant. The treatment plant is to be located at 5150 77th Street <br />(Hobart Road), on the north side of 77th Street on the eastern <br />boundary of Hobart Park. The subject parcel is zoned A-1 which <br />requires special exception approval for a major utility use. <br />Special exception uses are those types of uses that would not <br />generally be appropriate throughout a particular zoning district. <br />However, when special exception uses are carefully controlled as <br />to number, area, location, and/or relationship to the vicinity, <br />such uses would not adversely impact the public health, safety, <br />comfort, good order, appearance, convenience, morals and general <br />welfare and as such would be compatible with permitted uses within <br />the particular zoning district. In granting any special excep- <br />=:tion, the Board may prescribe appropriate special conditions and <br />safeguards to assure the use is compatible with surrounding uses <br />;in the district. <br />At.its- <br />October 12, 1989 meetingithe Planning and Zoning Commission <br />voted 5 to 1 to grant site plan•approval and recommend that the <br />Board,ofCounty Commissioners grant special exception approval. <br />ANALYSIS: <br />.
