In the opinion of the Public Works Director, the paving of <br />77th Street does not need to be tied to this project due to <br />the low traffic generating characteristics of a sewage <br />treatment plant. The Public Works Department is coordinating <br />the effort to pave 77th Street from U.S. #1 to Kings Highway <br />at some future date. <br />8. Off -Street Parking Required: 7 spaces <br />Provided: 7 spaces <br />9. Stormwater Management: A preliminary Stormwater Management <br />Plan has been approved by the Public Works Department, and a <br />Type "A" stormwater permit must be issued prior to site plan <br />release. <br />10. Landscape Plan: The landscape plan is in conformance with <br />Ordinance #84-47. The plan does provide a Type "A" buffer <br />between the plant and residentially zoned (vacant) property <br />to the east as required by ordinance. <br />11. Utilities: The project will be served by an on-site well <br />which has been approved by the County Public Health Depart- <br />ment. <br />12. Special Exception Criteria: <br />The following criteria apply to "major utility uses", the <br />category under which the proposed wastewater treatment plant <br />is classified. <br />A site plan showing the proposed utility site, pursuant <br />to the requirements of Section 23. <br />b. A plan of the utility system, showing how the proposed <br />facility will connect with any existing utility systems. <br />c. A statement shall be submitted which explains the <br />function of the proposed utility and its consistency <br />with the goals, objectives and policies of the Indian <br />river County comprehensive plan. <br />d. A statement identifying any radioactive, toxic or other <br />hazardous wastes which may be generated or utilized on <br />- the premises. <br />e. Heavy utility uses shall include all major electrical <br />generation plants (generating 50 megawatts or more), <br />major sewage treatment and disposal facilities, and <br />major water purification plants. <br />Any power generation facility shall be consistent with <br />the provisions of the Florida Electrical Power Plant <br />Sitting Act, Chapter 23, Section 23.09191 F.S., as well <br />as the utility element of the Indian River County <br />comprehensive plan. <br />The disposal of all waste, gaseous, liquid or solid,. <br />shall comply with all federal, state and local laws. <br />h. All above -ground facilities, except distribution and <br />collection facilities, shall be located no closer than <br />one hundred (100) feet from property lines. <br />i.
