NOV X980 <br />BOOK 78 PAGE 3 4 L <br />On Oct.24 some site-specific regulations, not yet in effect, were <br />adopted by the Cabinet for Brevard Co. <br />Other rules are still being developed; hence, now is the time <br />for the County to become involved by making general and site- <br />specific suggestions to the DNR, including the St. Sebastian <br />River that is in both counties. <br />The BCC should appoint an ad hoc committee of at least 5 and not <br />more than 9 interested persons to propose regulations re. the <br />use of the waterways of the Lagoon and the Sebastian River, and <br />to report to"the BCC soonest. The committee should include: <br />1. One marina owner/operator/ or agent of same <br />2. One commercial fisherman <br />3. One sports fisherman <br />4. One representative from Audubon <br />5. One upland owner from the Sebastian watershed <br />6. One upland owner from the Ind. River Lagoon watershed <br />7. One recreational boater <br />8. One county commissioner <br />9. One marine biologist <br />In 13 counties, including Indian River, where there are Targe <br />manatee populations, there is a restrictive state policy re. <br />marinas. It will be in effect until the county adopts and <br />implements an approved manatee protection plan, and a boating <br />facility siting plan. <br />The BCC should instruct the IRC Dept. of Community Development to <br />prepare a marina siting plan for 1. R. county in conformance <br />with the county's goals of manatee protection, boating and skiing <br />safety, protection of natural resources, including seagrasses, <br />mollusk beds, and mangroves. <br />Commissioner Scurlock asked how our existing committee <br />relates to the river. <br />Chairman Wheeler explained that Commissioner Bowman is on <br />the Sebastian River Committee, and he is on the Narrows Committee <br />for the south portion of the Lagoon. He continued that 3 years <br />ago he requested that the Marine Advisory Committee be <br />formulated, which is close to what this would be, but last year <br />we incorporated the Narrows Committee and the Marine Advisory <br />Committee into one committee and have about 20 people on that <br />Board. He felt either they could address this, or possibly it <br />would be better to have another committee look at this <br />specifically. <br />Commissioner Bird felt 20 is a rather unwieldy number and <br />that it might make sense to have a subcommittee to address this. <br />Commissioner Bowman confirmed that what she is suggesting is <br />an ad hoc committee which would be concerned solely with <br />74 <br />
