it is our understanding now that a single conical strobe light <br />has been approved for use on this tower site. <br />Commissioner Scurlock understood that in the new Comp Plan <br />that will be adopted sometime in January, 1990, these kind of <br />towers will be allowed only in agriculturally -zoned land, and <br />Planner Boling advised that the present Comp Plan allows these <br />kinds of towers in agricultural or industrial zones as a special <br />exception. <br />Commissioner Scurlock was concerned about the proliferation <br />of these towers in the county in the future, because what happens <br />if every church or entity came in and wanted to build a tower. <br />He felt the best plan for the future is to identify some areas in <br />the county where towers would be acceptable and then encourage <br />those towers to be built there so that a number of facilities <br />around the county could use them also. If this tower is to be <br />allowed, he felt we should identify certain areas and plan for <br />the future so people can conduct their business. Commissioner <br />Scurlock advised that he talked to Reverend Tipton about putting <br />a time limitation on this tower operation, because while this <br />church has a lot of acreage, it is a growing church, and they <br />probably will be looking to use that tower property for building <br />classrooms or other facilities in the future. He believed it <br />would be a common purpose for us to look to the future and <br />identify areas where towers would be acceptable. <br />Chairman Wheeler asked if the FCC has any limitations on the <br />number of towers in the area, and Mr. Boling advised that there <br />are many, many regulations with which an applicant must comply, <br />but the time limit is something that could be attached to this <br />approval. <br />Commissioner Bowman asked if the church would be able to <br />lease space on their tower, and Mr. Boling explained that they <br />NOV 21 x9;9 <br />21 <br />POCK <br />Fal <br />7 <br />F,kGF421 <br />
