approaches, other than the DF Steer approach for IFR, which is <br />seldomly used. <br />Commissioner Bowman had a problem with criterion 12(e) where <br />it mentions planting and screening. She felt that we should be <br />more specific, as she would like to see the tower completely <br />surrounded by trees and the blockhouse screened with shrubbery. <br />Mr. Boling estimated that would take approximately 50 trees, <br />and Commissioner Bowman wanted the blockhouse screened from 66th <br />Avenue as well. <br />Commissioner Scurlock wanted to address the concerns from <br />residents in the area that the lights from the tower will shine <br />into their windows, but Mr. Boling explained that from a distance <br />there is no intensity of light from strobe lights. It is just <br />something that catches your eye of being there. He advised that <br />the applicant's engineer is here today to answer any questions <br />regarding the strobe lighting. <br />There being no other questions of staff, the Chairman opened <br />the Public Hearing and asked if anyone wished to be heard in this <br />matter, reminding those in the packed chambers to be polite and <br />respect the rights of others to be heard. He asked those who <br />wished to speak to come forward in turn and give their names and <br />addresses for the record. <br />Attorney Bruce Barkett, representing Central Assembly of <br />God, emphasized that all of the 12 criteria for approval of this <br />special exception have been satisfied in the opinion of the <br />County's Planning staff. Pointing to some demographics of the <br />site, he noted that the tower would be located more than 1,000 <br />ft. from the nearest roads, which are SR -60 and 66th Avenue, and <br />that the nearest dwelling is over 1100 feet away. The applicant <br />has recei-ved a tall tower permit from the FDOT; the FCC has <br />issued a construction and broadcast permit; the FAA has issued a <br />determination of no air hazard; and the Vero Beach Airport has <br />issued a letter of no objection.
