We have met all the requirements <br />under state statute regarding our investigation of the utilities. <br />As to the economics, there will be a $7.00 surcharge on the <br />county rate structure which will be charged only to those who are <br />receiving the benefit of the utilities we are purchasing. Mr. <br />Pinto believed the system is in adequate condition to take over <br />with minimal cost for any present deficiencies and he recommended <br />the purchase. <br />Commissioner Scurlock asked if $500,000 is to be released <br />from the escrow monies into the County impact fee account. <br />Director Pinto confirmed that it is, and it actually amounts <br />to $499,000. <br />Commissioner Scurlock asked about the $198,000 purchase <br />price that is due to Pelican Pointe based on a surcharge charged <br />to existing and future units, and Director Pinto explained that <br />is only paid to Pelican Pointe as the surcharge is received by <br />the County and will be forwarded to the former owner of the • <br />utility for a maximum period of 8 years. <br />Commissioner Scurlock pointed out that, therefore, there is <br />no negative impact on our cash flow. He informed the Board that <br />this adds to our growing list of acquired utilities, which now <br />amounts to 24, and he sees planned acquisitions still remaining <br />of about 22 additional, which would bring us to a point where <br />there would be no private independent free -wheeling utilities <br />that could be potential future problems. <br />Director Pinto agreed this is moving towards the elimination <br />of private utilities, particularly those that are under franchise <br />with us. There are some existing without franchises that we have <br />to get to, but we are well_on our way. <br />Commissioner Scurlock commented that there have been some <br />meetings with the School Board. He believed they have expressed <br />the view that they have a desire to be out of the utility <br />business and that we have current negotiations with the school <br />NOV 28 X989 <br />25 f‘ooF 78 EArA.482 <br />
