NOV d99 <br />r L-� <br />BOOK ..�; FA L483 <br />system either to take over in terms of ownership or at least take <br />over the operation of all of the existing or proposed plants <br />accompanying the various schools throughout the county. <br />This was confirmed by Director Pinto. <br />Commissioner Scurlock felt it is important to put on the <br />record just where we started out and where we are going. He <br />stressed that Mr. Alexander of the DER complimented us on the <br />forward approach we are taking with our utility system and what <br />we have done already to work towards providing for the health, <br />welfare and safety of those in the county and those moving into <br />various projects in the county. Commissioner Scurlock com- <br />plimented staff on their efforts in this direction and felt the <br />Commission also should be commended on giving the direction to <br />move forward aggressively and take the chances and use the <br />creativity to try to acquire these systems so we can protect our <br />environment. <br />Director Pinto expressed his appreciation of those remarks <br />and commented that he has attended various seminars on methods of <br />purchasing utilities and establishing values of utilities; in <br />fact, he is considered to be somewhat of an expert in these <br />things, and he would say that by far Indian River County is a <br />leader not only in the acquisition of the small utilities, but <br />also in the value of the utilities we receive compared to what we <br />pay for them. <br />Commissioner Scurlock asked if it is true that in every case <br />the acquisition price the county has paid for these utilities has <br />been less than the actual acquisition provision within the <br />franchise agreement and that it always has been less than the <br />replacement cost or the original cost depreciated. <br />Director Pinto confirmed that statement and added that our <br />acquisition price always has been less than in any similar type <br />of negotiations he has seen anywhere else in the state of <br />Florida. <br />26 <br />
