He asked the Board for authoriza- <br />tion to add this firm to the consideration. <br />ON MOTION by Commissioner Scurlock, SECONDED by Com- <br />missioner Bird, the Board unanimously (4-0) authorized <br />the addition of Proctor Construction Company to those <br />being considered. <br />Administrator Chandler explained that the function of the <br />Construction Manager will be to act as the owner's representa- <br />tive, monitor the progress, maintain schedules, check costs, <br />etc., on the four projects we will have under way by March - the <br />next phase of the Jail, the two Libraries, and the Health <br />Department. He advised that at this time we are running parallel <br />as to whether we should go with an individual or with a firm. <br />Yesterday we received proposals from firms and also have had a <br />cut-off on applications from individuals and will bring the whole <br />thing back to the Board with a recommendation. <br />Commissioner Bird was glad to hear that we are looking at <br />both individuals and firms, and Administrator Chandler agreed <br />that there are pros and cons to both approaches. <br />FINAL PAYMENT SANDRIDGE RAIN SHELTERS (Added Item) <br />Administrator Chandler referred the Board to the following <br />memo from Bob Komarinetz, Golf Course Director: <br />
