9E0 JS89 <br />BOOK 1 C) F'A6t 52 <br />4. authorize staff to initiate the consultant selection <br />process, including development of an RFP, acceptance <br />and review of proposals, and ranking of applicants, for <br />development of a computerized permit tracking system; <br />and <br />5. approve staff's proposal to have a series of land <br />development regulation workshops to obtain public <br />input. <br />Director Keating informed the Board that we have been <br />advised that we will receive the DCA ORC report (Objections, <br />Recommendations and Comments) and we are now entering Phase 11, <br />which is addressing the comments of the DCA. He believed that <br />Martin and St. Lucie Counties got over 100 pages of comments. We <br />must address the DCA comments within the next 60 days, and then <br />we are faced with preparing revised land development regulations <br />within one year of the submittal date of the Comprehensive Plan. <br />From what we have heard, that is considered as big a task as <br />doing the Comp Plan itself. In our case we have a pretty good <br />handle on this, but it still looks like it will be a pretty <br />substantial task. Planning staff has been working with the <br />County Attorney's office on this, and they already have done a <br />good deal of work. Director Keating believed Attorney Vitunac <br />has been looking at reorganizing the entire County Code for <br />several years, and he felt this is a good opportunity to do it. <br />Commissioner Scurlock had three specific areas where he had <br />questions. First, as we go through this process and make these <br />modifications, he believed we will need new Code books, which we <br />have not budgeted for, and that will probably amount to <br />$15/20,000. He is for reorganizing the Code, but along with <br />that, he believed we need to improve our process as to who gets <br />these Code books, who pays for them, and how we get them back <br />because these books seem to disappear whenever someone leaves the <br />24 <br />
