There needs to be a better mechanism set up to track <br />this whether it be handled by the Clerk or the Board office. <br />Commissioner Scurlock next referred to consultants, noting <br />that he and Administrator Chandler have had some discussions <br />on-going contracts with those consultants. Utilities, for <br />instance, has a master list of consultants for about 24 different <br />categories, but he believed -that it has been found that there are <br />some problems with that process. In addition, the State has <br />changed the law regarding the consultant selection process <br />somewhat, and he felt we will be bringing back some recommenda- <br />tion, at least from Utilities, to go out for RFPs in each <br />individual case. This brings up a question about the proposed <br />traffic consultant, and the time and terms of when we last went <br />out for RFPs . As he understood it, we never actually had the <br />Traffic Consultant do any work. That again is a policy decision <br />and brings up the question of whether or not the Board possibly <br />should follow a new policy in each individual case, especially if <br />there has been a significant time lag. <br />Director Keating explained that for the comprehensive plan <br />work we went through the consultant selection process twice and <br />got proposals and ranked them in categories. We got a grant from <br />DOT and because of their requirements, we had to go through the <br />selection process several times. We have got several consultants <br />ranked in the Traffic Circulation Category for the Comprehensive <br />Plan, and we haven't used the one we ranked for that. <br />Administrator Chandler confirmed that where we have had <br />master lists of consultants, we are looking at whether we want to <br />continue on that basis, and he believed we are heading back to <br />going out with specific RFPs on major projects. We may continue <br />with master lists on smaller projects, but not on major projects, <br />and are looking overall at tightening up our use of consultants <br />and being on a more competitive basis on all projects we have <br />coming in. <br />25 <br />F �� d <br />6 <br />BOo�K FrrE. ,3 <br />
