He stressed <br />that what he can do, and what a lobbyist of his type will do, is <br />continually work with the local Delegation and keep them aware of <br />how the Board feels about the thousands of bills that are being <br />introduced. <br />Commissioner Bird wished to know how he would share his time <br />if he is a full time lobbyist for Martin County. <br />Mr. McGuffey explained that his proposal was to Treasure <br />Coast Council of Governments, and it was to represent just the <br />members of the COG. He then would represent Martin County only <br />as a member of the COG. If there is a conflict between the <br />counties, then he just wouldn't lobby that particular issue. <br />Commissioner Scurlock noted that we already have excellent <br />representatives in Tallahassee who have been there a good period <br />of time, but we haven't got a new bridge to replace the Merrill <br />Barber Bridge and we never got our Twin Pairs project; the fact <br />is that when you are from a minority party, you still have a very <br />--- <br />hard time being heard in Tallahassee. We are not a highly <br />populated county, and we are not the majority party. <br />Chairman Wheeler commented that he personally is not in <br />favor of a lobbyist. Also, we have not budgeted for that <br />position this year, and for that reason alone, he will oppose the <br />proposal. He personally looks on our local legislative delega- <br />tion as our lobbyists in Tallahassee. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Scurlock, not to participate with the <br />Treasure Coast COG in the employment of a lobbyist. <br />Carol Johnson, representative of the Citizens for <br />Progressive Action, wished to remind the Board members that as <br />elected officials, the county's representation is part of their <br />responsibility.
