He felt that possibly on some of <br />these smaller items, we could streamline a little bit. <br />Commissioner Scurlock agreed that there are many factors <br />entering into the formal process which may discourage some <br />bidders - the insurance requirements, the time limitations, etc., <br />and he agreed with Commissioner Bird that on smaller items we <br />should have a consistent but modified process. <br />Administrator Chandler advised that we already have made <br />some changes, particularly as relates to our insurance <br />requirements. This bid, however, actually is a pretty straight <br />forward bid and has no insurance tied into it. <br />Commissioner Bird commented that the backup on this item is <br />pretty brief - it doesn't say where the building is going to be <br />used or where the money is coming from. <br />Director Dean informed the Board that when the bid <br />information is submitted to the County Commission offices it is <br />complete; however, some time ago, the Commission asked their <br />secretary to remove some of this material from the backup, and he <br />believed that is what has happened. <br />Commissioner Bird was glad that is being done, but asked <br />that staff on their cover sheet at least tell us where the <br />building is to be used and what fund the money is coming from. <br />It was noted that the buildings are to be for the Landfill <br />Department refuse stations and the funds will come from bond <br />proceeds. <br />Commissioner Scurlock also felt that the staff memo should <br />show the particular account this is going to, basically what <br />department, and whether there is money in the budget. <br />Director Dean assured him that the memos will be written <br />accordingly. <br />ON MOTION by Commissioner Scurlock, SECONDED by Com- <br />missioner Eggert, the Board unanimously awarded Bid <br />#90-15 for Aluminum BUildings to the low bidder Acrom <br />10 <br />
