bLi <br />EOOK 8 Pa 69S <br />Commissioner Scurlock next commented on the statement in <br />Sheriff Dobeck's letter to Chairman Wheeler dated December 11, <br />1989, that "only 4% of Indian River County ad valorem taxes is <br />spent on corrections." <br />Sheriff Dobeck explained that is operationally. It does not <br />relate to construction, and he believed they got that figure from <br />OMB Director Baird. <br />Commissioner Scurlock stressed that according to the numbers <br />he has run, it is more like 21% of the General Fund. The 4% <br />number is not correct. <br />Sheriff Dobeck repeated that he was supplied that number by <br />staff and explained that his intent was to point out that we are <br />considerably lower -than the percentage in other counties. <br />Discussion continued regarding the percentage of ad valorem <br />taxes spent on Corrections, which Commissioner Scurlock believed <br />was more than 20%. <br />OMB Director Baird advised that based on what the Board of <br />County Commissioners gets in ad valorem taxes, the Jail has a <br />budget of $4,760,665, and that is 17.15%. <br />Commissioner Scurlock pointed out that figure does not <br />include the building and grounds expense or debt service, and he <br />believed it all ends up around 21%. <br />Sheriff Dobeck clarified that the figure he got took in all <br />of the county ad valorem taxes, not just those levied by the <br />County Commission, and OMB Director Baird commented that it is <br />roughly 4% of the total county budget including capital projects, <br />enterprise funds, etc. <br />Commissioner Scurlock did not feel you can do it that way <br />and emphasized that he wants the number to be right when it is <br />conveyed in a letter. <br />Sheriff Dobeck confirmed that they took the total ad valorem <br />taxes (a total of all taxes in the county) and compared it to the <br />total in the other counties he mentioned. <br />58 <br />
