effect on the feasibility of us building a stand-alone facility <br />or does it push us into the position that we need to go into a <br />combined project with neighboring communities so we won't <br />overload our customer base. <br />Commissioner Scurlock pointed out that if we were to reduce <br />the size of what is proposed, with the City now being almost <br />half, we would have to do a redesign. <br />Commissioner Bird felt we then need to go out to neighboring <br />counties in order to add to the customer base. <br />Director Pinto informed the Board that they have done that <br />analysis and will give the Board the numbers, and even with the <br />absence of what the City of Vero Beach will take out, they still <br />think the final numbers are livable numbers. He continued that <br />if we adopt that the project will work with the numbers that have <br />been proposed here without the City (which we think it will), <br />then if you get into negotiating with a neighboring community to <br />utilize unused capacity of your system at the very least until <br />such time as you need that capacity, then that would even drop it <br />more. He emphasized that what we have to do, however, is base <br />our decision on the numbers for here. <br />Commissioner Scurlock agreed that you have to demonstrate a <br />guaranteed stream of revenue. <br />The Board continued to go over the various factors involved, <br />including customer base, rate structure, etc., and Director Pinto <br />impressed on the Board that we really don't have an alternative <br />not to do it. We have to treat our sludge and we have to treat <br />our septage.
