Mr. Munksgaard noted that what CDM proposes is in a phased <br />approach where it is flexible enough to meet the changes down the <br />road. He recapped that in 1987, CDM did the Master Plan for the <br />county, which ended up being an amendment to the 201 Plan, and <br />then got into the grant which resulted in the county receiving <br />about 1.8 million to get this program implemented.
