Fr - <br />J <br />BOOK I <br />What it could be included in is part of the impact fees, because <br />it was the cost of acquiring it, unrelated to utilities. He <br />emphasized that Utilities is an enterprise fund; they build their <br />own roads - the County does not build them with ad valorem taxes. <br />Chairman Eggert understood then that there is no money <br />earmarked for any specific place at this moment, and Public Works <br />Director Jim Davis confirmed that there isn't. He believed we <br />need to take a philosophical look at what part utilities play in <br />a right-of-way corridor, because they do consume some of the <br />corridor. He noted that FP&L and other franchised utilities in <br />the county pay a franchise fee which goes into the transportation <br />fund. <br />Commissioner.Scurlock emphasized that Utilities pays the <br />County a 6% franchise fee to the tune of almost $3 -million a <br />year, and those monies go into whatever fund the Board of County <br />Commissioners chooses. Presently, those monies are going into <br />the General Fund,------------- <br />Director <br />und-.------------- <br />Director Davis suggested that perhaps some of that could be <br />allocated to the Boulevard account. <br />Commissioner Bird understood that this line will be used for <br />purposes other than just supplying these particular properties, <br />and Director Pinto explained that we are assessing only 80% of <br />this project, because we figure 20% will be carrying additional <br />flow. He noted that parcels 9 and 15 have assessments totaling <br />approximately $7,000 and that cost will be picked up by the <br />Utility Dept. because the previous owner had put in a lift <br />station plus the chase lines under the road. <br />Commissioner Bird wanted to be assured that we have done the <br />best we could to come up with an easy formula to spread this cost <br />in an equitable way, and Director Pinto explained that the square <br />footage assessment is the method that has been tested the most <br />and found by the courts to be the fairest and the most equitable, <br />mainly because the square footage ends up relating to the use. <br />14 <br />M <br />
