When you get into the question of whether the wetlands property <br />is developable or not, the only way we can make that judgement is <br />for someone to absolutely sign away the rights to develop that <br />property, and, based on that, we can establish that there is not <br />a benefit to that property. If they sign off on it, they cannot <br />come back later on and develop. <br />Commissioner Bird asked if there was any kind of deferred <br />payment.plan.for the parcels of property that may be developed at <br />a future date, perhaps at site plan time. <br />Director Pinto emphasized that we have to be very careful <br />when we defer cost that it doesn't become the expense of the <br />existing utility customers. A deferment means that the County <br />Utility puts the money up, and the loss of whatever that money is <br />worth is a cost to the existing customers on the system. If we <br />decided to do that, it would have to be an escalating cost based <br />on when the developments happen. When the developments actually <br />come about, they would be paying more based on the value of the <br />money at the time of the assessment. It becomes so complicated, <br />even to the property owner, that it really isn't worth it. <br />Commissioner Bird felt that it might be worth it if <br />Utilities agreed up front that it is going to be a certain <br />percentage of escalation per year. <br />Commissioner Scurlock advised that, in essence, there is a <br />time payment plan available for this assessment, and it amounts <br />to almost 7 years because the assessment is not charged until <br />after the project is completed. <br />Commissioner Bowman asked why it is so essential for this <br />line to be put in now, and Commissioner Scurlock explained that <br />it is.because we have a number of systems that are down at the <br />other end and we are trying to sewer that main corridor. <br />Director Pinto further explained that this is the last link <br />in establishing a line that will run from the City treatment <br />plant to the south county utilities' line, and all of that has to <br />JAN <br />z THUD 15 '�7 i L F..J 9.Pp,,�J <br />BOOK l F'�.G 1 l 1 <br />
