We feel this will <br />be very beneficial to the developers to do it the way we are <br />talking about, because if we wait for a developer of a decent <br />sized parcel to come in, it would be his responsibility to build <br />that line and front all the money for the line, and maybe get <br />some reimbursement as other people connect. If it was done that <br />way, it would become a true burden to the developer. Another <br />thing is that you don't want the development to occur before you <br />have established their utility needs. <br />Commissioner Scurlock stressed the importance of concurrency <br />with respect to infrastructure, as he just heard the other day <br />that Martin County has adopted a moratorium on development in the <br />area east of Jensen Beach. The infrastructure is not there, and <br />they are not going to do anything until it is there. <br />Commissioner Bird felt it probably is in the best interests <br />of the abutting property owners to have the project done all at <br />one time. <br />Commissioner Scurlock wished to talk about the monies <br />generated by the franchise fees, because right now we are taking <br />$3 -million out of Utilities that is generated from the franchise <br />fees and giving it to the County coffers. If, for example, <br />Utilities was allowed to keep 1% or 20 of that in an internal <br />fund within Utilities to use as seed money for projects, some <br />of the burden could be shifted. We did that with roads, and that <br />way we could try to mitigate some of the impact in these special <br />assessments. We wouldn't have to borrow the money, it would be <br />sort of an internal pool of funds to offer more flexible payment <br />schedules to future customers. He noted that the Finance <br />Advisory Committee will be looking at that and bringing back some <br />recommendations in the near future. <br />Director Pinto noted that another alternative would be to go <br />out and borrow to build this project, and spread it out as long <br />16 <br />
