interested in developing this property, and the Utilities Dept. <br />was trying to see whether or not utilities could be accommodated. <br />At one point it seemed that there was a good possibility that <br />they might have been successful in moving forward with this <br />group, who would have done some substantial front ending, but <br />with mortgage money becoming tighter, the mortgage companies are <br />not interested in front -ending utility expansion programs. Thus, <br />the burden falls on the developer to do that, and rightfully so. <br />However, when so much of the burden falls in the beginning, <br />rather than being spread out over the project, it almost puts a <br />developer out of business before he even gets started. Mr. <br />Schlitt urged the Commission to have staff develop a formula <br />where credits would come back to the property owners perhaps in <br />the form of some easement in relation to the tap fees. He <br />realized it was a complicated formula, but felt there has to be a <br />way of being able to enter the fairness issue into the formula. <br />Director Pinto felt fairly comfortable that the developable <br />portions of the properties along there will consume 800 of the <br />capacity of the line. He noted that Mr. Schlitt and the other <br />property owners along there have the option of identifying in <br />some way what acreage is not going to be developed, and then that <br />square footage would be removed from their assessments. At that <br />point, we would recalculate the assessment. <br />Mr. Schlitt questioned the estimated number of properties <br />that would benefit from the loop, and believed that the 80-200 <br />formula might be a little off. He felt that the Commission might <br />want to look at it further to see if Utilities could not pick up <br />more than 200 of the project in order to keep it from being such <br />a burden on these property owners. Either that, or consider <br />giving some kind of a credit.
