He recalled that during negotiations for <br />right-of-way acquisition for Indian River Boulevard, a little <br />over an acre of the Fultz property was sold for right-of-way, and <br />he was told that the property the Fultz's own along there could <br />not be developed because there was no access to 6th Avenue <br />because the capacity on 6th Avenue was saturated at that time and <br />that they could not have access to Indian River Boulevard because <br />it was supposed to be a by-pass. Mr. Cason stressed that when <br />someone has some property sitting there that cannot be developed, <br />it is not very good business to spend any more money on it, and <br />the Fultz's would like to pay the assessment fees when the <br />property is developed. Another concern is with the 80-200 <br />formula. He believed he heard earlier in this discussion that <br />the plant to the south was at capacity or was obsolete and they <br />need to have this line, but just now it was said that 200 of this <br />capacity is for future people to hook up to it. He didn't <br />understand it being 20% for both. <br />Commissioner Scurlock explained that they designed the line <br />to carry a'certain capacity, and whether that goes, as it does <br />presently, into the City's plant or whether it goes into a new <br />south county plant, makes no difference. At this point in our <br />negotiations with the City, it appears it will not be going into <br />the City's plant and that all of our capacity will be removed out <br />of the City's plant and sent to a new plant which will be built <br />at some future date in the south-southwest portion of the county. <br />Mr. Cason felt that explanation answered his questions, and <br />Director Pinto explained that the 80-20% formula came when the <br />original design called for a much larger line at the northern end <br />of the project where it goes into the City plant, but we reduced <br />that substantially because there isn't any way we can get the <br />total capacity from the south up to that point. So, you have to <br />look at this project as that end being the northern end or the <br />20 <br />
