MOTION WAS MADE by Commissioner Scurlock, SECONDED by <br />Commi.ssioner Wheeler, that the Board adopt Resolution <br />90-1, confirming the special assessments in connection <br />with the installation of a sewer force main on the east <br />side of Indian River Boulevard from U.S. #1 to the City <br />of Vero Beach wastewater treatment plant and providing <br />for special assessment liens to be made of record on <br />properties to be served along the east and west sides <br />of Indian River Boulevard from U.S. #1 to the City of <br />Vero Beach wastewater treatment plant. <br />Under discussion, Attorney Vitunac asked Mr. Schlitt if he <br />was deeding the development rights to the County for the wetlands <br />portion of his property along the river, and Mr. Schlitt stated <br />that at this point, he was not, but once this is passed, he would <br />have to look at the situation. <br />Attorney Vi tunac emphasized that -once---t.b-i=s-Reso lut.i on is <br />passed, we will not be able to take the extra cost from Mr. <br />Schlitt's land and spread it out to the other owners. The County <br />would have to eat that cost. We really need to know now so that <br />the County can decide whether to raise everyone else's assessment <br />a little bit or readvertise and hold this public hearing again. <br />Commissioner Wheeler felt, in that case, he would hate to <br />close the door on this right now since there may be other <br />developers who wish to do the same thing. <br />Director Pinto advised that Utilities would be very willing <br />to go back to the property owners and see if they want to deed <br />over their wetlands property, but he wanted to make sure that <br />everyone understands that the recalculation will raise the per <br />square foot charge on the uplands portions of those parcels. <br />Mr. Schlitt, speaking from his seat in the audience, <br />explained that one-third of his assessment is approximately <br />$16,000, which would cover the wetlands area.
