ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Wheeler, the Board unanimously approved <br />Proctor Construction Company and authorized staff to <br />prepare a final contract, as recommended by <br />Administrator Chandler. <br />DCA'S ASSESSMENT OF THE COUNTY'S DRAFT OF THE NEW COMPREHENSIVE <br />PLAN <br />The Board reviewed the following memo dated 12/21/89: <br />TO: James E. Chandler <br />County Administrator <br />FROM: Robert M. Keating, AICP Q/14k <br />Community Development Director <br />DATE: December 21, 1989 <br />RE: Draft Comprehensive <br />Plan OCR Report <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of January 2, 1990. <br />DESCRIPTION & CONDITIONS <br />Please be advised that the county received its OCR ( Objections, <br />Comments and Recommendations) report on Thursday, December 14, <br />1989. The OCR report is DCA's (Department of Community Affairs) <br />assessment of the county's draft comprehensive plan. <br />Judging from the length of the OCR reports received by other <br />counties (St. Lucie & Palm Beach - over 150 pages; Martin over 130 <br />pages), our report is good. At 88 pages and 200 objections, <br />however, our OCR report is still a substantial document which will <br />require considerable work to address. <br />While some of the revisions necessary to address the OCR report <br />are minor, others will involve time-consuming data and analysis <br />modifications. Even if a more detailed analysis can justify <br />certain policies which DCA has challenged, some objections, <br />particularly those which relate to major policy issues such as <br />comp plan densities, other urban sprawl -inducing policies, <br />affordable housing initiatives, and others, will require <br />substantive plan changes in order to satisfy the state. These <br />issues, in particular, will need to be considered seriously by the <br />board. <br />On December 19, 1989, several of the planning staff went to <br />Tallahassee and met with DCA staff. Based upon that meeting, staff <br />has obtained an indication of DCA's position and their major <br />concerns. It is staff's feeling that the substantive issues <br />identified by DCA must be addressed in the final plan document. <br />43 `r <br />,JAPY 2 I <br />
