Either the government <br />will have to subsidize some of this or we somehow have to create <br />incentives for private developers to do it. <br />Commissioner Scurlock stressed that he has met with the <br />local Association of Builders on 3 occasions, and over 6 years, <br />has asked them to come in and assist the county in an effort to <br />reduce the cost of construction in relation to complying with our <br />ordinances. We need their analysis and suggestions in regard to <br />such things as reducing minimum square footage requirements, <br />smaller setbacks, etc. Possibly we could work together as a <br />joint venture to come up with a designated area of sufficient <br />size to allow a planned type of community with a mix of single <br />family and multi family; there is some ability for some tax <br />exempt bond issues, etc. In spite of our efforts, however, we <br />have never had anyone actually come in and spend the time to try <br />to do this. <br />Commissioner Bird felt we have to take the lead and organize <br />public meetings and workshops as he did not think we can depend <br />on the development community to take the initiative. <br />Commissioner Scurlock continued to discuss the possibility, <br />for instance, of just reducing side yards by 2' so that you could <br />end up with an extra lot. He noted that we have some very old <br />subdivisions that were platted many years ago, such as Vero Lake <br />Estates, and that is the only area where you can build affordable <br />housing. In some of these areas, it turns out nicely, but in <br />some such areas, you just end up with a hodge-podge of unpaved <br />roads, no property drainage, etc. If we took a more active role, <br />maybe we could end up with something that would be more pleasing <br />aesthetically. <br />Director Keating agreed that is an issue we can put in the <br />plan. He believed the DCA's objection is not so much what we had <br />in the plan, but that we hedged and weren't specific; we just <br />said we will study it. <br />17 BOOK <br />JAN, <br />L <br />
