Some of the other agencies do have concern about the <br />more established forested wetlands, cypress swamp areas, and also <br />there is still the issue of the, upland area's that aren't too <br />easily recreated on other properties. <br />Commissioner Bird was sure that it would take many years to <br />recreate a cypress swamp, but as far as mitigation is concerned, <br />he did feel that the Grand Harbor project is an excellent example <br />of what can be done. <br />Commissioner Bowman stated that she would like to see it <br />written into the plan that no cypress can be cut in this county. <br />She stressed that it would be much better if they would use the <br />melaleuca trees for mulch as we have an overabundance of them. <br />Director Keating believed if the Board is indicating that we <br />should leave in the 25% set aside and then put in the additional <br />condition about a monetary mitigation that wouldn't be due until <br />the property actually goes into development, that would serve to <br />accomplish the objective. He noted we could also put in the <br />coordination with the county to develop mitigation banking areas <br />that are related to reuse of wastewater effluent. <br />Commissioner Bowman brought up the sand scrub areas, and <br />Director Keating believed Planner DeBlois made the point that <br />some of the upland areas are more difficult tG deal with from a <br />mitigation standpoint. Hopefully the CARL Program acquisition up <br />at the St. Sebastian River will get some of that sand scrub area. <br />Director Keating informed the Board that there are several <br />other issues under the Environmental section; for instance, the <br />density we allocated in environmentally sensitive (ES) areas east <br />of 1-95. We have 1 unit per acre now, and the DCA felt that was <br />too high. We tried to explain that the purpose of it was to <br />encourage the density transfer and actually get restoration of <br />altered wetlands, but in looking at it again, he felt we could <br />accomplish the same thing by reducing those densities to 1 to 5 <br />22 <br />M M M <br />
