BOOP( .G 101 P <br />After hearing the presentation, the Parks and Recreation <br />Committee recommended that the Board of County Commissioners <br />endorse the Environmental Learning Center grant application <br />and pass the necessary resolution of support. <br />The Environmental Learning Center, Inc. will make a short <br />presentation to the Board, at the January 23, 1990 <br />Commission meeting. <br />RECOMMENDATION <br />Authorize the Chairman to <br />application and -Resolution. <br />execute the attached Grant <br />Attorney Collins stressed that the intent is that our <br />matching share would be funded by a $200,000 cash grant from the <br />Environmental Learning Center, Inc., (ELC) so that, in effect, <br />the taxpayers will not be supporting this project beyond the <br />lease of the land itself. He informed the Board that George <br />Bunnell, campaign chairman for the proposed Environmental <br />Learning Center, will speak to the availability of those matching <br />funds. <br />George Bunnell, 985 Beachcomber Lane, Indian River Shores, <br />informed the Board that FIND (Florida Inland Navigation District) <br />is concerned about the environmental wellbeing of the waterway; <br />so, they have invited the ELC to apply in their matching grant <br />program for assistance in building the proposed center. The ELC <br />approached Commissioner Bird and his Parks E Recreation Committee <br />first because FIND and Indian River County, upon the urging of <br />that committee, have jointly invested in recreational facilities <br />along the waterway, and it was hoped the P&R Committee would <br />recommend the County submit a joint funding request for the ELC <br />project. In other words, ELC is requesting that the County be <br />the technical sponsor as FIND grant applications require that a <br />local government sponsor such applications. <br />Mr. Bunnell assured the Board that this is not a guinea pig <br />type of thing. The County a couple of years ago did sponsor a <br />similar application, but at that time the ELC was not well enough <br />along in its own development to qualify for the grant.
