private sector has raised something in excess of half of their <br />three million dollar goal already; so, they are capable of <br />supplying. -the monies for the match, if the County will sponsor <br />the grant application. <br />MOTION WAS MADE by Commissioner Wheeler, SECONDED by <br />Commissioner Bird, to authorize the Chairman to execute <br />the FIND Grant Application and to adopt Resolution <br />90-16 requesting Grant Assistance from FIND. <br />Commissioner Scurlock wished to be sure that we are just <br />acting as the conduit for these funds and that our a.ttorneys are <br />satisfied there is sufficient language to protect us from being <br />responsible in the event, for some reason, the monies weren't <br />forthcoming. <br />Attorney Collins advised that we will be responsible for the <br />$200,000, but we are proceeding on the--a-s-s-u-rance--from the ELC <br />that they will supply the matching source for the funds. <br />Chairman Eggert believed that they do have the money in <br />their bank account to cover this. <br />Commissioner Scurlock noted that it is easy to sit here and <br />say they have the money, and he knows the people involved so he <br />believes what,they say, but he just wants to be assured that we <br />are doing this in a businesslike fashion and that we have <br />sufficient language in here so that if something goes wrong, we <br />are covered. <br />Attorney Collins informed the Board that Mr. Bunnell has <br />told him that he will provide that in writing, and he already has <br />a letter from the ELC stating that: <br />"By handling the proposal this way, it will be clear to FIND <br />that: <br />(1) they wild be funding a specific portion of the <br />project for $200,000; <br />(2) the County will be funding a specific portion of <br />the project for $200,000 through funds from the <br />ELC; and <br />
