BOOK PAGE, <br />ON MOTION by Commissioner Bird, SECONDED by Commis- <br />sioner Wheeler, the Board unanimously agreed to table <br />the above item to the Regular Meeting of February 6th. <br />Commissioner Scurlock wished to read into the record the <br />following statement which relates to the question raised about <br />competitive negotiations versus bidding on our bond issues: <br />"Municipal Bond volume in Florida totaled $8,566,000,000 for <br />the calendar year 1989, ..... This volume was comprised of 298 <br />separate issues, for an average issue size of $28.8 million. Of <br />these issues, 282 (950) were sold at negotiated sale and 16 were <br />sold at public sale." <br />Commissioner Scurlock felt this shows conclusively that the <br />industry practice in the State of Florida has been negotiated <br />sale, and he further noted that of the 16 sold in Florida on a <br />bid basis, one of those was Indian River County. In addition, <br />the editorial in the newspaper recently which suggested our last <br />two deals were not bid is incorrect. The last deal was a negoti- <br />ated deal, -and-A-t---was-the--North County. The Library issue was a <br />bid, and the issue with FmHA had no underwriter involved, but was <br />a loan from FmHA. He just wanted to get that on the record. <br />Commissioner Scurlock informed the Press that the source of his <br />quote was a publication by Raymond James & Associates, Inc., in <br />their January, 1990, Municipal Market Commentary. He asked that <br />a copy of their bulletin be provided to the Press and advised <br />that they do not do any business with the county at this time. <br />D.O.R. NOTICE THAT CO. BUDGET 6 MILLAGE COMPLY W/STATUTES <br />OMB Director Baird referred the Board to the,following and <br />stated that he just wished the Board to be aware that we have met <br />the legal compliance.
